OVERVIEW
Partners with the Director, Financial Fairness to support the design and execution of CR's FinTech policy strategy. This position collaborates with colleagues across CR to thoughtfully manage CR's approach, relationships, and tactics in driving advocacy goals by developing and implementing legislative, regulatory and corporate strategies at both the federal and state level and partnering across teams to plan, implement, and communicate actions.

How You'll Make an Impact:
FinTech has been one of the most disruptive forces to mainstream banking and financial services, and Consumer Reports is seeking to be a disruptor in this space by testing and rating digital finance products and services. As a Senior Policy Counsel, this person will help to lead, design and execute, CR's digital finance policy strategy and provide actionable insights relevant to consumer experiences in the digitized financial marketplace. You will collaborate with cross-functioning teams and translate digital finance policy challenges, leveraging results of consumer research and testing in digital finance, to measurable outcomes based technology or policy solutions. In this role you will have the opportunity to identify new approaches to inclusion, access, and consumer friendly innovation, by leveraging your knowledge and experience with mainstream financial services and the latest technologies - web 3, blockchain, NFTs, digital payments, real time transactions, etc. - which are defining consumer experience and outcomes. You will additionally support CR's work to examine and provide recommendations for the safe access to fintech or digitized financial services and emerging DeFi economy by advising on consumer impacts of new and emerging financial technologies. In short, you will use your skills and knowledge of fintech to ensure consumers are in the driver's seat.
You will identify policy priorities and provide analysis of regulatory and legislative developments. Partner with ecosystem participants to identify policies that can facilitate responsible innovation.
• You will develop an overall engagement strategy to advocate for policy priorities. Work across Consumer Reports to build holistic engagement strategies which leverage CR's resources to engage companies, communities, and policymakers on fintech, AI, data access, cryptocurrency, stablecoins, and central bank digital currencies.
• You will lead issue-based, ad-hoc cross-functional teams to develop and execute advocacy strategies.
• You will build relationships with policymakers and regulators and engage with their offices of innovation.
• You will partner with cross-functional teams and Subject Matter Experts to ensure alignment with overall organizational goals.
• You will educate and influence policymakers on the impact new technologies can have on consumers and communities and to work to articulate new policy approaches which are focused on ensuring FinTech innovation minimizes risk and contributes to positive outcomes for consumers.
• You will develop comment Letters and Testimony articulating CR positions on current or proposed legislation, policies, or regulations.
• You will design and execute strategy in broad issue areas handling ongoing media requests and responding to new policy developments and opportunities which may arise on short notice
• You will identify emerging marketplace issues, identifying or creating advocacy opportunities in policy forums or in the marketplace.
• You will represent CR in various private and public forums, including public speaking and media appearances on matters of importance to the organization.
ABOUT YOU
You'll Be Highly Rated If:
• You have a JD or advanced degree in Finance, Economics, Policy, Law, Communications or related field required
• You have at minimum of 7 years' experience working in field related to financial and banking services policy, experience or interest in the Fintech space strongly preferred
• You have experience in advocacy/public policy, engagement with senior staff and policymakers, media, coalitions, and current advocacy tools/platforms commensurate with job responsibilities
• You have the ability to effectively communicate complex ideas through verbal or written communication and write accurately and persuasively for policymakers and the public.
• You have the ability to effectively work with cross-functional teams to drive for results.
• You have demonstrated expertise in assigned marketplace change area and have the ability to grasp detailed policy issues, apply judgment, develop factual information, and work with other advocates inside and outside the organization.
• You have strong attention to detail.
• You are team oriented mind-set with the ability to influence without authority and drive consensus.
• You have the ability to navigate ambiguity and work within an evolving sector.

Our Commitment to Fair Pay
At Consumer Reports, we are committed to fair, transparent pay and we strive to provide competitive, market-informed compensation. The target salary range for this position is $130,000 to $180,000. It is anticipated that most qualified candidates will fall near the middle of this range. Compensation for the successful candidate will be informed by the candidate's particular combination of knowledge, skills, competencies, and experience.
