+ Duties
As an Environmental Protection Specialist, you will serve as an environmental compliance subject matter expert on proposed maritime and transportation regulations and policies for the CG's Office of Standards Evaluation and Development.
Being a CG civilian makes you a valuable member of the CG team. Typical work assignments include:
• Preparing environmental documentation as required by the National Environmental Policy Act (NEPA), including environmental assessments, categorical exclusions, Findings of No Significant Impact, Environmental Impact Statements (EIS) and Records of Decision.
• Developing the compliance strategy for the environmental requirements of each rulemaking in compliance with the NEPA, President's Council on Environmental Quality regulations, Endangered Species Act (ESA), Magnuson-Stevens Act, Essential Fish Habitat (EFH), Coastal Zone Management Act (CZMA), and Executive Orders.
• Providing expert opinions and advice to senior CG officials and program managers, particularly during stages of new standards and regulatory development.
• Conducting environmental research to advance the state of the art and science of maritime-related environmental impact and mitigation, and the environmental assessment of maritime standards and regulatory programs.
• Identifying and leading environmental and programmatic research to respond to Congressional mandates and to emergent needs of the Marine Safety Program.

Qualifications
To qualify at the GS-11 level, applicants must demonstrate at least one (1) year of specialized experience equivalent to the GS-09 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Specialized experience for this position includes:
• Conducting environmental compliance with federal and state requirements;
• Providing policy guidance on environmental issues and matters;
• Analyzing and evaluating methods to be able to make recommendations on regulatory development; and
• Planning, organizing, conducting and evaluating long range projects or proposals.
OR
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree LL.M., if related
OR
A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.
To qualify at the GS-12 level, applicants must demonstrate at least one (1) year of specialized experience equivalent to the GS-11 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Specialized experience for this position includes:
• Performing program work related to the National Environmental Policy Act (NEPA) and associated environmental laws and regulations;
• Providing advice and guidance to program staff on environmental issues;
• Serving as a technical expert to management officials on program issues concerning environmental compliance; and
• Preparing environmental documents/assessments for maritime or transportation projects.
To qualify at the GS-13 grade level, applicants must demonstrate at least one (1) year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Specialized experience for this position includes:
• Providing advice and guidance to senior officials and program staff on environmental issues;
• Leading or managing maritime/transportation environmental projects;
• Developing written policy guidance relevant to environmental issues; and
• Preparing environmental documentation that requires NEPA, ESA, and CZMA compliance.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three year service agreement.
