Job Description

The purpose of this position is to provide environmental support for authoring an Environmental Report as part of a Nuclear Regulatory Commission (NRC) Combined License Application (COLA) and other duties as assigned.
• Manage the development of key Environmental Report sections with a particular focus on Socioeconomic and Environmental Justice sections, consistent with Nuclear Regulatory Commission Guidance.
• Serve as lead author of select Environmental Report sections (Socioeconomic, Environmental Justice, etc.) and a technical reviewer of other sections
• Provide environmental guidance, assistance and advice to business lines, project management, and Company organizations through interpretation of Company HSE practices and procedures in relation to client requirements and current legislation and regulations
• Make recommendations and decisions on environmental / scientific problems and methods using advanced techniques, modifications and extensions of theories, precepts and practices of the particular field, related sciences and disciplines
• Provide environmental input on projects by maintaining specialist knowledge of current guidelines and regulations
• Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies

Basic Job Requirements
• Accredited four (4) year degree or global equivalent in applicable field of study and ten (10) years of work-related experience or a combination of education and directly related experience equal to fourteen (14) years if non-degreed;
• Excellent writing skills needed for complex environmental report preparation
• National Environmental Policy Act (NEPA) and Environmental Impact Statement experience and familiarity with US environmental laws and regulations
• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
• Job related technical knowledge (Environmental Justice and Socioeconomics) necessary to complete the job
• Ability to learn and apply knowledge of applicable local, state / province, and federal / national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner

Other Job Requirements
• Continue education and knowledge of industry-wide environmental-related information as well as new regulations and trends through continuing education, conferences, and / or periodicals, and continues to develop in-depth specialization
• Serve as a Company representative to within the project, across the Company and with external organizations

Preferred Qualifications
• Nuclear Regulatory Commission (NRC) licensing experience and / or NRC Environmental Report (ER) preparation experience
• Ability to work independent and on teams to successfully complete assignments on schedule including research, analysis, data gathering, evaluation and presentation, and complex writing
• Ability to effectively work remotely to deliver on individual assignments while staying actively engaged with distributed team members
• Ability to effectively manage and deliver on multiple concurrent tasks, such as researching and preparing multiple ER sections at differing stages of development as information becomes available
• Attention to detail to ensure data and information traceability within the ER
• Demonstrate high level of interpretive and critical thinking and mature judgment
• Advanced computer and software skills to include the use of word processing, excel and email as well as the advanced use of spreadsheets and electronic presentations
• Skill demonstrating the capability to run a medium to large project
• Proven ability with leadership skills including mediation skills
• Effective presentation skills including public speaking
• Strong organizational skills
• A valid driver’s license, if required
