Introduction

The Wisconsin Department of Natural Resources (DNR), Division of Forestry is recruiting to fill three Tax Law Forestry Specialist vacancies. The preferred locations are Baldwin, Wautoma, and Rhinelander. However, any DNR facility within the respective position service areas (see individual position descriptions and map) and existing DNR office locations within close proximity to the service boundaries will be considered based on the business case presented, space availability and management approval. Position Summary

The Tax Law Forestry Specialist provides field administration, coordination, and enforcement of the forest tax laws and policy development in collaboration with the Tax Law Team Leader. The Tax Law Forestry Specialist is a key internal and external consultant for staff, leadership, inter-divisional teams, and partner groups. This position maintains cutting-edge knowledge and expertise in the forest tax laws and silviculture by staying abreast of current research and maintaining an effective professional network. The customer base for this position includes Division staff with private forestry responsibilities, as well as colleagues throughout the Department and key partner groups to include small non-industrial private landowners, large-block non-industrial private landowners, industrial land managers and land trusts.

Salary Information

Starting pay is $30-$32/hour for these positions ($62,400-$66,560 annually). Pay on appointment for current or former state employees is based on the State Compensation Plan.

This position is in Pay Schedule / Range 15-03. A 12-month probationary period may be required.

Job Details

Employment will require the selected candidate to pass a background check. DNR does not sponsor work visas, thus, in compliance with federal law, all persons hired will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Please describe the below qualifications in your resume and letter of qualifications to be considered for this position:

Required qualifications for this position include experience in the following:

Work experience or knowledge applying the principles of silviculture to develop and review sustainable forest management plans.

OR

Work experience or knowledge reviewing and implementing forest management operations.

Best-qualified applicants will have some of the following preferred qualifications:
• Bachelor’s degree in forestry (or higher-level degree) from a program accredited by the Society of American Foresters
• Bachelor’s degree in natural resources with passing coursework in Silviculture, Dendrology, Forest Ecology, and Forest Mensuration (i.e., measurement, sampling, mapping/photo interpretation)
• Current certification as a Certified Forester from the Society of American Foresters (or an international equivalent)
• Current certification as a Tree Farm Inspector
• Certified Plan Writer (CPW) designation
• Experience administering tax law timber sales contracts, such as tree planting, site preparation, invasive species, or timber site improvement
• Written a managed forest law (MFL) plan
• Submitted an MFL cutting notice or MFL cutting report
• Prepared MFL Transfer of Ownership Form
• Prepared MFL maps
