Job Description

This position is located in the Department of Labor, Employment and Training Administration, Office of Foreign Labor Certifications (OFLC) in Atlanta, GA.

This position is inside the bargaining unit.

Job Responsibilities

  • Assist in the administration of applications for Foreign Labor Certification programs (Permanent, H1B, H2A, H2B, CW1 and PWD) in accordance with applicable laws, regulations, standard operating procedures, and directives issued from the National Office of Foreign Labor Certification
  • Plans, coordinate and carries successive steps in fact finding and analysis of issues necessary to complete each phase of assigned projects
  • Researches and analyzes problems, issues, or program requirements. Reviews, identifies, researches and/or analyzes issues which arise out of the processing of foreign labor certification applications in the permanent, temporary, non-immigrant, and prevailing wage programs
  • Conducts extensive research of data from diverse sources. Extracts and assembles information. Uses advanced analytical techniques to develop conclusions. Develops reports or presentations
  • Reviews applications for Foreign Labor Certification (Permanent, H1B, H2A, H2b, CWI and PWD) in accordance with applicable laws, regulations, standard operating procedures, and directives from the National Office of Foreign Labor Certification
  • Prepares letters or other correspondence related to appropriate requests for information where applicable; reviews and evaluates responses to letters. Reviews appeals responses to request for information, issues proposed final determinations and prepares applications for administrative and judicial review
  • Reviews documentation of availability of qualified American workers, adequacy of recruitment efforts, prevailing wages and working conditions for the purpose of establishing factual basis for decisions on applications
  • Researches and analyzes problems, issues, or program requirements. Reviews, identifies, and/or analyzes issues which arise out of the processing of foreign labor certification applications in the permanent, temporary, non-immigrant, and prevailing wage programs. Determines pertinent issues and collects relevant information from a wide variety of sources. Reviews information and applies standard analytical techniques. Develops recommendations, taking into account unanticipated changes and unusual factors

Requirements / Qualifications

  • Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service

  • Appointment to this position requires a background investigation

  • Requires a probationary period if the requirement has not been met

  • Must be at least 16 years old and a U.S. Citizen

  • Experience identifying, researching and analyzing problems, issues, or requirements for programs

  • Experience planning, coordinating and fact finding analysis of issues for projects

  • Experience writing and presenting the interpretation of data analyzed from developed reports
