Job Description

This position is with USDA, Agricultural Research Service, Office of International Research Engagement and Cooperation in Washington, DC. The incumbent develops and manages scientific knowledge management (KM) activities for the U.S. Agency for International Development (USAID) Bureau for Resilience and Food Security (RFS)/Research Community of Practice (RCOP), coordinating within USAID, other U.S. Government agencies, and external entities engaged in knowledge management for research.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Qualifying experience that provided an intimate knowledge of a foreign country or geographic area may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or inter-national relief work, or other experience in foreign countries. It may also have been gained through teaching college-level courses in international relations or problems associated with a specific foreign geographic area.

To qualify for positions at grades GS-12 and above on the basis of experience, this experience must have included either (a) responsibility for the direction and coordination of research, analysis, or other professional work in one or more of the fields listed above, or (b) specialized professional work involving a high level of difficulty and responsibility in one or more of these fields.

Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience assisting with developing or managing scientific management activities; providing policy advice and program assistance for international collaboration programs in the fields of agricultural or food science

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
 

Additional information

This is a term, time-limited appointment with an initial duration no less than 13 months and can be extended up to a total of 4 years.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.

Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified. Category placement will be determined based on applicants' quality of experience and the extent they possess the following knowledge, skills, and abilities (KSA) or competencies:

Job Responsibilities

  • Prepares analytical documents including research reports, briefing materials, and other program-related documents. Manages, monitors and evaluates KM projects.
  • Promotes knowledge management as a tool for supporting agriculture and food security initiatives in USAID missions, offices and bureaus, and as a tool for Agency training and professional development.
  • Conceptualizes and implements the RFS COP learning agenda and knowledge management strategy.
  • Identifies ways to reduce knowledge sharing barriers that impede development through application of distance learning tools, communities of practice, peer assists and other technology-assisted learning techniques.
  • Keeps abreast of best practices within the development community and participates on KM donor and interagency committees.

Requirements / Qualifications

  • Degree: major or equivalent, or a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

  • Combination of education and experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown above, plus appropriate experience or additional education.

  • Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

  • Qualifying experience that provided an intimate knowledge of a foreign country or geographic area may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or inter-national relief work, or other experience in foreign countries.
