Duties
• Responsible for the formulation, planning, and execution of USACE?s Ethics Program.
• Maintains liaison with the Office of Government Ethics, Department of Defense (DOD) Standards of Conduct Office (SOCO), and the standards of conduct offices of the Department of the Army (DA) and other military departments and their general counsels.
• Prepares written legal opinions and furnishes advice on questions of law and policy pertaining to the interpretation and application of ethics laws and regulations, relating to conflicts of interest.
• Provides advice, worldwide, by providing telephonic or electronic consultation with and other appropriate assistance to Ethics Counselors within DA.
• Acts as the primary advisor to the Chief Counsel, Deputy Chief Counsel, and Associate Deputy Chief Counsel regarding investigations, military justice issues, and allegations of misconduct, including attorney misconduct.
• Responsible for the financial disclosure reporting system for all Public Financial Disclosure Reports (OGE 278) for all USACE filers.

Bar membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Experience: For GS-15 or equivalent - Applicant must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.

TIME IN GRADE REQUIREMENTS: If currently employed as an attorney by the Federal Government you must have completed 1 year at the next lower level within 30 days of the closing date of the announcement, or previously served at the same or higher grade as the position being filled.
