The Attorney performs moderately complex (journey-level) to highly complex (senior-level) legal work for the Office of Financial Counsel in the General Counsel & Chief Clerk Division. Work involves planning and organizing work, examining, and preparing legal documents, providing legal advice and opinions, participating in administrative hearings, and interpreting laws and regulations. Collaborates with staff subject-matter experts to research and draft rules; analyze statutes; and prepare orders, memoranda, briefs, pleadings, and other documents. May work under general or limited supervision with moderate to considerable latitude for the use of initiative and independent judgment.

Job Responsibilities

  • advises staff on legal matters, including the interpretation and application of agency regulations, and state and federal laws;
  • advises multiple layers of management on legal issues;
  • research state and federal laws and regulations;
  • drafts legal opinions, memoranda, and briefing;
  • researches, analyzes, and drafts administrative rules, orders, pleadings, and other documents;
  • assists the Texas Attorney General's Office in preparing cases for litigation; and
  • performs other duties as assigned.

Requirements / Qualifications

  • graduation from an accredited law school with a Juris Doctor (J.D.) or Bachelor of Laws (LLB) degree;

  • member in good standing with the State Bar of Texas

  • two years of legal experience;

  • drafting legal opinions, memoranda, and briefing; and

  • managing caseload with variety of legal issues requiring prioritization, decision making, and collaboration with client(s).

  • recent administrative, regulatory, corporate law, or insurance law experience or finance and accounting background.

  • caseload management, including prioritization, decision making, and collaboration with clients and agency management;

  • state and federal rules of evidence and procedures, evidentiary techniques, and procedural requirements for administrative and state court proceedings;

  • using a computer and applicable software, including word processing, editing software, group calendars, and email communication;

  • using negotiation and mediation skills to resolve disputes quickly and effectively, at the lowest level possible;

  • establish and maintain effective working relationships at all organizational levels, including internal and external customers;

  • identify and analyze legal problems, and prepare sound, clear opinions;

  • express comments and legal opinions clearly and persuasively;
