Job Description

The incumbent will serve as a senior advisor to the Deputy Director and senior leadership team in identifying, formulating, and developing key programs, initiatives, and plans for which OFCCP is responsible. It includes areas that OFCCP has shared responsibility with other Department of Labor (DOL) agencies, other executive branch departments, and the White House. The incumbent will undertake a leadership role in preparing special analyses and working closely with OFCCP’s Divisions in developing proposals for the Director.

Prepare briefing papers for the Deputy Director, either to guide the Deputy Director or for further distribution, including on matters related to federal contract compliance, enforcement, affirmative action, equity, discrimination, harassment, and retaliation. Briefing papers must expertly formulate key initiatives, develop strategies, and articulate complex implementation plans. The incumbent must have strong leadership and managerial skills. Although the incumbent will have no or limited line supervisory responsibilities, the individual must be equally adept at personally drafting or leading others in writing position and research papers for the Deputy Director’s consideration; setting forth options; articulating comprehensive and often complex recommendations related to OFCCP initiatives, programs, and enforcement; and explaining the impact of adopting each option, including the feasibility of achieving the desired results and the different interests of and positions taken by various stakeholders.

Develop strong relationships with high level officials at other federal agencies to obtain their views on matters under consideration and participate in discussions with key individuals both in and outside the government that relate to such matters. The incumbent must be able to communicate relevant information effectively to a large and diverse cross section of the population.


In addition to the basic education requirement listed applicants must meet the specialized experience requirement. Specialized experience is defined as: Senior level experience initiating, directing, and successfully concluding theoretical and quantitative research on exceedingly difficult topics about which little is known.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc.

The MTQs are:
Demonstrated skills and experience as a civil rights expert, preferably with significant litigation experience and specialized knowledge in employment discrimination and equal opportunity laws.
Demonstrated skills and experience personally drafting or leading others in writing position and research papers for senior leadership's consideration; setting forth options; articulating comprehensive and often complex recommendations related to senior leadership initiatives, programs, and enforcement; and explaining the impact of adopting each option, including the feasibility of achieving the desired results and the different interests of and positions taken by various stakeholders.
Demonstrated skills and experience in developing and executing initiatives, building broad consensus behind the initiative, and communicating relevant information effectively to a large and diverse cross section of the population

  • A law degree from an accredited law school is preferred.

You will be evaluated for this job based on how well you meet the qualifications above.

Category B - Meets the basic qualification requirements for the vacancy and demonstrates satisfactory proficiency in the critical competencies required by this position.

Category C - Meets the specialized experience described in the minimum qualifications requirements section of this announcement and demonstrates proficiency in the basic competencies.
